Francis was born on Monday 18 January 1841 in St John Street, Lichfield, Staffordshire.

Francis married Lucy Weston on Monday 24 July 1865 in St Michaels Church, Rushall, Staffordshire.
The witnesses at the marriage were Joseph Groves and Lurena (?) Weston.
