Arthur was born in 1870 in Ridge, Hertfordshire.

Arthur married Florence Westlake around 1897 in the Chelsea Registration District.

He had the following children from his marriage to Florence Westlake:

- Alec James Wing	born in 1897 in Kingsbury, Middlesex.
- Kathleen Wing	born on 6 October 1910 at London Colney, Hertfordshire.
