Cecil Victor Watkins was the son of Frederick William Watkins and Lydia Boaler.

Cecil was born in 1900 in Birmingham, Warwickshire.

Cecil died when he was 4 years old, in 1904 in the Birmingham Registration District (Jun Qtr).
