David Anthony Phillips was the son of Claude Augustus (Gus) Phillips and Florence Whistance (Floss) Greenhough.

Anthony was born on Wednesday 6 June 1928 in Wednesbury, Staffordshire.

He was christened on Sunday 1 July 1928 at St James Church, Wednesbury, Staffordshire.

Anthony married Jean Crossley on Sunday 21 January 1951 in Westminster, London.

He had the following children from his marriage to Jean Crossley:

- Christopher Charles Anthony Phillips	born on 25 August 1951 at Surrey.
- Rosalind Jeanne Marianne Phillips	born in 1953 (date suppressed) at Wandsworth, London.
- Caroline Patricia Ann Phillips	born in 1957 (date suppressed) at Cuckfield, Sussex.
- Julian Noel David Phillips	born in 1962 (date suppressed) at Weymouth, Dorset.
